Neglectis perceived, therefore, to be prevalent in thecommunity and it affects a significant numb er of children.Cases of neglect raise assessment issues that areoften more complex than cases of physical orsexual abuse. Often, there is no specific incidentbecause child neglect usually raises issues ofongoing concern regarding the capacity of theparents to meet the needs of their children. Inaddition, practitioners struggle to workeffectively with families with these entrenchedproblems.The new national guidance, Children First,published by the Department of Health andChildren emphasises the importance of workingwith these families to protect childre n fromharm and promote their welfare. If the guidanceis to be implemented effecti vely, the NEHBneeds to ensure that its curre nt child protectionsystem lends itself to working with cases ofchild neglect in ways that reinforce theprinciples underpinning Children First, whilerecognising local need and circumstances. TheNEHB is kee n to take a strategic approach topractice deve lopments to ensure they meet then eeds of the local population.In ord e r to achieve this, the Board wanted toobtain information regarding current practicein cases of child neglect. The aim was , first, toconsider the implication of Children First forlocal policy and practice and, secondly, toobtain information to inform r ourceplanning. A study was commissioned from JanHorwath, Senior Lecturer in Social WorkStudies at The University of Sheffield. Thpurpose was to attempt to identify factors that influence decision-makinginfluence decision-making and determinethreshold criteria at critical stages of the childprotection process in cases of child neglect.</description>

Section 2 setting out the chronology has been drawnup on the basis of the information received about the sequence of events. Section 3provides information about the IMTH and its role within the structure of health services.It describes the various categories of complainants. It reviews the response of theHospital Management Board to the allegations; it analyses the responsibilities of theHospital to the parties concerned and the manner in which these were discharged.Section 4 examines the protocols and procedures currently in place in the Hospitalrelating to the prevention of sexual abuse of patients and the Interim Report of theMedical Director. It also makes certain recommendations for improvements. Section 5considers protocols and procedures for dealing with allegations of sexual abuse againstclinical staff in a hospital and recommends some changes which would introduce a moresatisfactory standard of practice. These sections are followed by a List of Conclusionsand Recommendations, a List of Submissions Received, a Bibliography and fourAppendices.</description>
